Is this sentence a fragment?

i think the editing program is detecting something, but not a fragment. i think it's detecting the poor grammar. you're using the pluperfect tense, just use simple past tense, here's how i would write the sentence: "The first saloon was established by Pierre Parant, whom most St. Paulites now affectionately refer to as "Pig Eye."
