Is it okay to date my brothers friend?

i think its ok, i speak from experience cos i was also 19 & my bf (now my hubby) was 23 at the time, he was one of my brother's best friends (still is) & my brother was about 26 at the time, so he didn't care what we did or if we went out or anything, he was happy for us, so i would say to just date ur brother's friend, but if you want to you could tell your brother first that you will be dating his friend, i wouldn't ask because i don't think its up to your brother to dicate who you can or can't date, & its up to the guy you're going to date too, hes old enough to make his own decisions, & you're all old enough to be mature about the whole thing - see how you go, good luck. :-)
